Ok in New York we have to pass emissions to pass inspection. So what I know is that the computer they use checks for all the OBD 2 monitors to be ok and working. What I need to know is if I can use the SCT tuner to tune and still keep the OBD 2 still working, if you can help me that would be awesome thank x .

Yes the SCT tunes your current OBDII computer. Not sure if it would pass emissions though. If all they check for is if there are any trouble codes you should be fine.
