was looking to buy a tial external wastegate, and guy asked me what spring pressure i wanted....well, what do i want lol?..im planning on 15-25psi boost

Go with a low spring pressure like 5PSI. You can always use a boost controller to up the boost but you can never get it to go lower than what your spring is set at.

this part of it confuses me..if i get a 5psi spring pressure, i can only run 5psi on the turbo unless i get a boost controller? or do i get a 5psi and run w/e boost i want?

If you don't use a boost controller the spring is 100% responsible for the boost pressure. A 5 psi spring will give you 5psi of boost and a 13 psi spring will give you 13 psi. If you have a boost controller and a 5 psi spring your minimum boost will be 5psi and adjustable up from there. A 13 psi spring withe a controller will give you 13 psi minimum and adjustable up from there. This is why it seems better to run a lower spring and let the boost controller set the pressure, you will end up being able to adjust over a wider range.
